Frank D. Hargrove, Jr. has served as Hanover County’s Clerk of Circuit Court since 2000.

Hargrove brings to the role almost a decade of experience as a practicing attorney and another decade spent in executive roles at A.W. Hargrove Insurance Agency, Inc.

As clerk of court, the Hanover County native oversees court administration, probate, land records, collection of fines, court costs and taxes, and miscellaneous tasks such as issuing marriage licenses and concealed handgun permits. His priority is for the Clerk’s Office to support the Circuit Court’s judges while offering exceptional customer service to the public.

Hargrove has worked to digitize Hanover County’s records and modernize its business practices to keep up with the pace of changing technologies. In 2002, the clerk’s office implemented a state-of-the-art records management system, which made millions of pages of records going back to 1865 accessible to the public. In January 2019, the clerk’s office finished loading digital images of all its major records series that impact real estate into the records management system.

A past-president of the Virginia Court Clerks’ Association and a former member of the Virginia Court Clerks’ Association Education Committee, Hargrove has continued to push for innovative solutions in the courts, both in Hanover County and across the Commonwealth.

Hargrove was a founding member of the board of managers of the Patrick Henry Family YMCA, and served on the board of directors of the Greater Richmond Chapter of the American Red Cross for many years.

A graduate of the University of Virginia and the University of Richmond School of Law, Hargrove lives in Ashland with his wife. Together they have three grown children.
